The legal framework

The accessibility register is mandatory for all establishments open to the public (ERP), regardless of their category. The accessibility register was established by the decree of March 28, 2017 and the order of April 19, 2017.

Why was the accessibility register introduced?

The accessibility register was introduced for ERPs because all managers of establishments open to the public must ensure that all customers and users can access the premises to enter and benefit from the services provided. This rule also applies to housing, transport, public spaces, and roads, as indicated on this site. According to the same site, the implementation of accessibility regulations is: “a regulatory application of the ethical principles of non-discrimination and an inclusive society set out by the law of February 11, 2005, and the United Nations Convention on the Rights of Persons with Disabilities of December 13, 2006, which France ratified in 2010”.

What are the differences between new and existing establishments?

For new establishments, regulations are stricter because all accessibility features must be implemented and all standards met from the moment the building is constructed.

For existing buildings, the rules are more flexible, as they take into account the difficulty of modifying an older structure. For this reason, if the necessary work is not feasible, it is possible to obtain exemptions, whereas this is strictly prohibited for new buildings.

As you can see, the accessibility register is a mandatory document that must be available for inspection, but more importantly, it must be provided whenever an individual requests to consult access methods or any other information related to their disability.

A digitized accessibility register with intuitive summaries

Once your template is ready, you can create your accessibility register directly within the solution with the same intuitive experience as our other modules: safety register and building management. Indicators will show your progress, and automatic saving ensures you can leave and return to your register without losing any information.

Once your register is complete, you can download two summaries containing the information you provided. The first, the private summary, is your accessibility register to be presented during inspections by the relevant authorities. This summary will consolidate all data added to the register.

The second summary, the public summary, serves as the accessibility register for your facility's visitors. It will contain only the information you have selected and will be accessible via a QR code, as well as through a downloadable and printable PDF, just like our other summaries.
